Develop a running digital clock interface utilizing Ethiopic numerical characters

As part of a production/logo in a television program, we need a simple digital clock in the Ethiopic numerals and in the following 12-hour format 00:00:00:00 - hour, minute, seconds and semi seconds. We only need a 30 second count up for now starting at 7:59:31 to 8 in the Ethiopic numerals, which we will provide after job award. The purpose of this 30 sec count up is to include in the trailer and intro of a television program, and to be part of the logo on websites, social media, green screen video production, etc. Therefore, we would like the flexibility to use it however way we see fit, such as to be able to resize, zoom in/zoom out, transparency, etc. We would like the running clock to be in bright neon green against black rectangular background. There will be a follow up project that includes count up for the entire 12 hours within a few weeks and will preferably be with the same freelancer. This is only the first of many other projects to come. We are interested in working with freelancers who will work with us on an ongoing basis on projects that relate to video/audio production, design, presentations etc. Please advise on your ability to complete this work, timing and required pay.
