Good quality Shampoo, shampoo 2 in 1, Body wash recipe

We are a small not for profit and charity organisation that is starting a social enterprise that makes shampoos, conditioners, 2in1 shampoo conditioner and body wash. What we will be doing is hiring people with disabilities to help make the product and pay them the industry standard wage in Australia in our local community. So the process would have to be simple and safe and the product would have to be of high quality and low allergen. We have old formulas that are not great and wish to make good quality product that the community could be proud of, and so we can grow and continue to hire those who could normally not get a proper paying job. Currently these are some of the chemicals we are looking at to make our product CDE 80/ Decolamide PK80 SLES 70/Decol 270 N PURASAL MOISTXS (Instead of cocoamidopropyl Betaine) PHENOXYETHANOL COSMETIC GRADE/ BP and Decol CB1 which is a conditioner that you mix with water at 4%-5% We do not mind if the product uses more or less, the main thing is, is that we can make a mostly natural product (Fully natural if financially viable) that is safe to make and not too technical.
