This is really interesting.
Based on the report, on the first look the steps in the design has to go this way.
1) Site Selection and wind conditions (site has been given)
Wind speed distribution, normal wind profile model, Normal turbulent model (wake effects),Extreme wind model. etc.
2)Optimisation of the rotor geometry and structural properties
Rotor Diameter, cost and Rated speed, ideal real chord distribution etc.
3) Tower Diameter: Ultimate limit strength, Buckling etc
4) Rotor loads and Fatigue strength
5)Drive Train Model:
Generator, Gearbox, Power electronic converter, transformer, cables,power delivered for each turbine.
6) Control System:
Control elements, logic,Control tuning.

7) Resultant Wind Farm Design
Positioning, metmast
8) Transmission and Distribution
Transformers, cables,connection points, substations (switch gear,CT,VT, isolators)
9) Economics:
Considering the cost of the turbine, subsequently the wind farm, foundation, transport and procurement, maintenance, the AEP has to be found out. From that the IRR can be calculated.
I think the focus would be more on satisfying the load demand of Afganistan and the resultant (AEP) annual energy production. Not all of the models are needed, looking at the report.
We should discuss more on the details of this project. Would be happy to talk further. The duration of completion will vary depending on the intensity of the section you want to concentrate. I am quite new to this website.
