plot data on a custom map e.g. openstreetmaps

Creating a script or code which takes data from a csv file or similar and plots it on either a local HTML file or a kml file which can be uploaded to mygooglemaps (but unsure if the below is possible with my google maps/kml file). The data is made up of hundred of sites on a road each single site, has start and stop coordinates in latitude and longitude and then models a line between these two points which follows the road (the data points are always located on a road), not simply a straight line between the two points. A long with the site coordinates is further data attributes such as site ID, colour, width, type which we need to be able to have as layers on a map or a filter on the map so that we can turn on or off certain attributes and all those sites with those particular attributes will turn on or off (similar to filter in excel) The data (over 100 sites) is located within a csv file (but this can be changed/exported depneding on what would you think would be best) with rows labelled width, type, site_id, Start_Lat, Start_Lon, Stop Lat, Stop_Lon, with the last being the coordinate data. I need to have selectable filters or layers on the map for width and type so I can turn on or off the data that is falls into these filters The file can just be a local html file, but even better would be data in a kml file that can be uploaded to google maps/my google maps or whatever that iteration is called - however I realise that may have limitation so local html file works just as well (but with an active internet connection) That is basically what I want to achieve - in advanced iterations it would be great to have two lines using the same start and stop coordinates however one line represents the left side of the road, and one line represents the right side of the road, and both lines are offset left and right of the center of the road so that they do not stack on top of each other but are in fact visible on the map next to each other - however again, I realise that may not be possible or asking too much. I have a googlemap API, mapbox and openrouteservice. Other options I have tried are OSMR, leaflet, OSMnx All work to varying degrees but I have not been able to pull it all together into a cohesive package which achieves the above. I need simple instructions how to run the script or code (python, php, whatever) similar so I can run it with different data (in the same format) just to create multiple maps with different data sites
