Build a Website - URL Shortener with optional Password Protection

I need someone who can build a php URL Shortener website with password protection choice. at first, it's necessary that you have PHP/MYSQL experience You can see an example here for the same idea that I want: [login to view URL] an example for A shorten url: [login to view URL] Password: 1 What I need in the php script: 1- Password Protection if a person wants to put protect his link 2- A simple template for the website like the idea of the example above AND A full Mobile template 3- When a person from a mobile visit the website > The mobile template appears AND when a person from a computer visit the website > The regular template appears 4- An Ad choice 5- An option for visitors to report abuse links 4 - Admin control panel with: 1- The ability to edit/delete a shortened link 2- An ad option, which means if I wanted to put a banner or any ad when a person want to access the shorten link, I can do it simply. 3- An option to change the website name. 4- An option to redirect ALL computer visitors when they visit a shortened link to another website. ( I can choose the website and active/deactivate the redirection any time i want from the panel.) 5- An option to redirect ALL mobile visitors when they visit a shortened link to a website. ( I can choose the website and active/deactivate the redirection any time i want from the panel.) That's basically what I want, we can discuses more on DM if you want.
