One complete .css style sheet for a landing page (responsive)

Hello Freelancer, My name is Daniel and I'm self employed. My business is a one person operation, i.e. me. I need to present a demo to a prospect who does know what she wants. I want to propose to them that they don't need a complete CMS like Word Press. If I'm getting my fried to do a graphic with 6 or 7 social media logo where the home page would have hyperlinks leading to the client's social media urls, can someone create a unique look and feel without having to pay hundreds of dollars? I attach a draft of what I mean. Tell em how long you would need to supply me with the [login to view URL] code along with the .css files to that mouse over effect can be accomplished. You will see attached the pdf.
