Magento Admin Modification - Wholesale Inventory System

*****PLEASE READ VERY CAREFULLY BEFORE BIDDING***** As it is Magento can take orders and charge people from the front end. However, I need some additions to this. I need a separate button under the Orders tab that will keep track of not customer orders but instead keep track of orders that we get from other businesses. We are a manufacturer so we do sell to customers but our main business is selling to other businesses. So I want our sales reps to be able to log in and only have access to that particular page so this needs to be added to the administrative rights too so that I can take other things away from the sales reps. I need them to be able to upload this without the business being charged right off the bat because some of them are on NET terms. So there needs to be a slot that allows us to choose payment method whether it be net terms, pay now, etc. There needs to be a drop down menu that says new, processing, waiting for shipping, or other things that can be modified. I also need it to log who the user was that changed the status each time at the bottom. I will also pay an additional $100 if you can integrate UPS shipping label auto-generation into this. I already have a program that does it but I need someone to perfect it as there are a couple of bugs. We cannot spend more than $500 so bear that in mind.
