I have been working on Android programming for more than 5 years. Specifically, I am currently working on a similar project which needs real time audio processing. I have finished this part so that your project is of no difficulty for me. For your project, I can make it either Java-based or JNI-based, which may have better performance. Both solutions would have Java APIs. There seems no need to do the processing in real-time in the description of your project, but I can make it real-time for you (i.e., you don't need to stop recording in order to process the received signals).
