Create a Wordpress Template to giveaway to charities

Hey! I'm looking for someone to design and package up a WordPress theme that I can give away to charities. All of the charities are part of a larger organisation, so there is some common branding and content that needs to be included. The theme should be a fairly basic design with a theme control/options panel to allow the charity to add their name, Google analytics code, Social Media button configuration etc. Donate button - show yes/no. redirect url. When the charities install the theme it should also install some pre-made pages. The theme should have the ability for users to adjust font size and contrast for accessibility. Theme should meet the Level AA (Priority 2) W3C Web Content Accessibility Guidelines (WCAG). Layout should be responsive. Donate Button should be included somewhere.
