Need Wordpress Function

My client is a coaching academy and has an existing WordPress website. I need a Wordpress function built within the website to calculate price, generate quotation and take payment online. Please see reference site here - [login to view URL] I need a quotation system built somewhat similar to this. The main features required are : 1. Find a course through the filtration system : by location, by month, by term etc. 2. If more than one students enrolled then discount applies (Sibling Discount) 3. If more than one term enrolled then discount applies (Term Discount) 4. Early bird discounts, for example if booked before a certain date a discount will apply (Early Bird Discount) 5. Promo Code can be applied - for specific customer and for one time use only. Also promo code can be given to general public. 6. All information and prices on courses are dynamically driven from WP Admin 7. All customer data is logged into WP Admin 8. Multiple discounts can be enabled or disabled. For Example : out of 2., 3., and 4. only 2. will apply. So multiple offers may not be applied for each transaction. 9. This function will be embedded onto client's existing website design and layout 10. This function will be mobile responsive If you are able to provide the above please confirm the following:  - You are capable of working on Wordpress websites and have experience in developing similar functionality - You will be able to discuss the project on Freelancer on Monday 26th January between 1 PM - 3 PM.
