Though I've worked thousands of coding projects, usually the control panels are already installed. However, I have done a few of these and have actually come across this problem on a couple of different control panels. Most likely, during install, either you didn't enter an administrator account or you tried to change the administrator password after install. That's where I've seen it happen. Research out be needed to verify.
