269756 SMS project to add function

This project is to add some function to the current site and fix some error it has 1. Member management - Need to add function so that i could trace which username sent sms to a specific mobile number as example if i enter in the field 6590758545 it must search which username sent sms to this number ( at this moment all the messages send by every useraccount will be saved under message history option) 2. when delete a user under member management it prompt an error msg "Warning: mysql_fetch_row(): supplied argument is not a valid MySQL result resource in /home/sms/public_html/admin/[login to view URL] on line 13 Warning: Cannot modify header information - headers already sent by (output started at /home/spoofsms/public_html/admin/[login to view URL]) in /home/sms/public_html/admin/[login to view URL] on line 19 Due to this upon registration if user entered wrong mobile number it will ask them to re-check on the mobile number again, and when user attempt to register once again for 2nd time it will say that the username & email already exist in the database . The incomplete registration should not enter the database - this need to be fixed 3. There is an option in Admin area to download SQL backup, when click on dowload backup it give error "Fatal error: Cannot access empty property in /home/sms/public_html/admin/[login to view URL] on line 39 " this need to be fixed 4. i currently have a link where customer can signup for a refferal and upon completed they can get free credits, i want an option in admin area where by i can change these settings & link to add banner. 5. the site at this moment only accepting paypal payment, upon payment complete the user will be credited automaticly, i want the same option for other payment processor and offline payment method where user can choose to bank in and so on. if user pay via 2checkout, upon successful payment they shud get be creditted automaticly for sms credits. 6. When register users get 1 free credit, i want an option in admin area to specify how many credit users will get upon signup 7. on the field where user specify to which number they can send sms, curentlly they can specify the number like number1,number2,number3 which they can use multiple numbers at one time sending the message and only 1 credit is being deducted, we need to limit that so user can only send sms to 1 mobile number, maybe you code something like no space or "," allowed in the field 8. i need an option in admin area to specify how many character all user can send sms, example: in admin area there should be an option to send sms only 100 character is allowed. 9. the admin area must have a option to include advertisement in the message sent by the user, example we set the character allowed to be sent by user is 100 and admin have option to use 60 character and specify a small ads "thank you for using [login to view URL]" so when user send message it will look something like this "hi jason how are you - this services is provided by [login to view URL]" 10. on the support area there must be a option where user can submit question, curentlly there is only FAQ, in admin area i must be able to specify which email address to be used when user click on submit. 11. on admin area there must be option to place banner ads which will reflect on every page, there must be a option to upload the banner jpg,png,gif or swf format which will be saved automaticly under /images folder, when admin delete a banner it should be also deleted automaticly in /images folder. This website curentlly running in working condition and only have some error and i need more additional stuff, im not asking to create a design for me so i believe there will be a good programmer will be able to do the additional job that the site need with reasonable bid, please do not put a very high bid as i pay low for the coder for this entire program as well, so i am not going to entertain any bidder with high bid that what i specified. The site is supported using a API from a telco, some of the php file contains confidential information of the API previledge, herewith i will not send you the entire script but you have to check out on the site and let me know which are the files you needed to be edited, i will give Admin access to successful bidder so you can have a look on the admin area.
