Hi, I have 10+ years of exp in GSM and UMTS network, If you want to broadcast message on cell level, need to encode message according to GSM 3.4 spec and sent over BCCH channel while will be listen by all UE. Normal PtoP message goes in SDCCH channel which is dedicated for UE. Let me know which platform you want to use want to use. thanks, Sasdin

If the subscribers are latched to other GSM network then how will the emergency messages reach the subscribers as they listen to the paging from that particular BTS only?
