Easy PHP and MySQL Project

I own a new news web site.? ? How I put in news is very easy, I have an admin area where I have a place to put in a headline and a box to put in the a short part of the article (teaser) and a place to put in the whole article (after you click on the teaser on the main page of the site). There is also an area where people can create an account so that they can log in to leave comments under an article.? But there is no admin login area for those people to log in to change their information once they create the account. Here is what I am looking for: 1.? ? ? ? ? Create a log in area for visitors to change their information when they need to. 2.? ? ? ? ? I need the site to be able to send them an e-mail of new news articles that are posted to the site.? The user should have the option to send them once daily (with all articles on o ne e-mail) or have them sent “on the fly?? as they are added. 3.? ? ? ? ? There needs to be an area where I can manually send an e-mail to all users or specific users manually. 4.? ? ? ? ? In the user area, there needs to be an area for them to add their cell phont for them to get sms messages if they choose.? ? Text messages will go out “on the fly?? as articles are added.? ? To make it easier, I have all the e-mail addresses of the cell carriers, which they can select from a list.? ? Then we can just have the number added to the cell carrier sms address. This should be a rather easy and straight forward project for someone that knows php well. Thank you.
