IE Browser Helper Object

I want an IE Browser Helper Object (BHO) that can do the following: Your BHO should allow me to receive The URL typed in the Browser at anytime and also allow me to change the Destination URL at any time. I have to get all source codes. All source codes must be in VB 6.0 or VB.NET language. Better if this BHO can run on another web browers, such as: Netscape, Opera,etc. Sorry for my poor English. Buyer will receive exclusive and complete copyrights to all work purchased.
