Create Twitter Tool

I need someone who is very experienced with the Twitter API. I want to create a simple application that is similar to [login to view URL] or scrapes GigaTweeter to do the following: Whenever a list of twitter keywords that I specify exceeds a "tweets per minute" rate that I specify, I should then be sent an email. The email should say the KEYWORD has exceeded it the threshold at whatever "tweets per minute." For example if one of the keywords on the was "Justin Bieber" I might specify a threshold of 200 tweets per minute. If in a given time period the tweets with "Justin Bieber" was 259 tweets per minute I should be sent an email every minutes while > than 200 tweets. I want the developer to fully set up this tool so I can begin using it immediately. Please specify in your bid your preference for how to host the tool.
