Multiple Projects for Mortgage Broker

I need these items to be created in a way that can easily be edited,changed, and added to by someone with basic web publishing skills (eg. I can do a page in frontpage). Once the project is completed I want detailed instructions on how to edit, back-up, and upload the site onto my hosting account. I do not need specific content for this project as I can do provide that myself. I will be using these as a "template" so I will need to be able to change colors, pictures, labels, etc myself I will also need to be able to easily duplicate all aspects of this project.
