A Searchable Zipcode and Location Name Databases (repost)

We need **a searchable zipcode and location database (for USA and Canada) that visitor can type zipcode or location such as a city name or area code to search related information around that area**. 1) There should be multilingual interfaces, such as English, Spanish, French, and Chinese, etc. so visitors will be able to search and browse in their own languages. The translation task is not included in this project, and you only need to add more tables in database for different languages. Someone else will take care of translation task. 2) There should be an admin control panel for admin to add, edit, and delete zipcode or city names. New languages could be easily added via the admin control panel. There should be user accounts for visitors to suggest, edit, and add city name translations as a wiki system. User modifications should be saved in history as wiki. 3) Some zipcode and city name should be displayed on web by States or provinces for visitors' easy browse. There should be a CMS to manage page contents. If you want to use an open source CMS for this project, it's okay. Content displayed on web should be on search engine friendly URLs. To take this project, you must have excellent RAC rating and ranking and proven record of building content management and search system. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law.
