melkio woocommerce fix

Let me do the following for you: FRONT END 1. i need (only in italian country) ad a filter in checkout page. 2. that filter is for "provincia" field 3. when the costumer select your "provincia", > if that "provincia" is avaiable for sell, the costumer ll continues with process > if that "provoncia" is not avaiable for sell, the costumer not be able to continue the process and see a specific alert message. BACKEND > i need activate / deactivate each "provincia" > i need write txt message for each "provincia" deactivate. > that message will be print on message alert in front end.
