I see one of the best approach your project is: 1. Use some PHP web framework as frontend in conjunction with roslibjs (Ros Web Tools). We will get good looking universal GUI and will be able to visualise environment (map) robot units, goals and fleet management flags. Same for the tasking control management system. PHP framework will cover all other things like auth, user management and etc. We don't need to spent time on that. 2. Backend will be ROS and rosbridge (Ros web tools). Traffic control node, we will make telemetry data store service first (MySQL). Then we can use stored procedures as rule maker for the traffic management system. To allow unit navigate or not. Stored procedures will act as internal rule soft interpreter, so we can easy change the rules on the fly. 3. Optimal mission dispatch, need to use global planner to get ideal path length from robot position to the goals. Using this and Monte Carlo method we can solve the classical traffic task. 4. VDA5050 we will use as command interface between our fleet server node and AGVs, then we can connect any type of robot according to this standard to the system. Recommend this track.
