Python script to listen for telegram message then send custom message via webhook

The project will need to be discussed in more detail. But we need to extract the text from a telegram message that comes in, and extract the specific text and variables from it. Then convert that to a unique message and send the message via webhook. The freelancer will have to be familiar with python, telegram scripts, and simple webhooks (no security) In the example image attached, the script will have to monitor telegram messages and look for specific messages that are trading signals. So it will have to scrape for syntax then assign all of the variables. Once the variables are assigned it should look something like this: @entry= 4.30 @target1=4.337 @target2=4.370 @Stopls=3.969 I then need to be able to freely change a new message that goes out so I can custom make a message/program trading script. It will look something like this: #bot Mainacc(; Buy(@entry) then sell 50%p at @target1 then 50%p @target2; Stoploss (@Stopls); This message needs to be sent as a webhook to a URL that I provide.
