3973 link building program wanted

hi im looking for someone with a proven track record who can build me a program just like seoelite. but id like my program to be able to do the following gather sites from search enignes so we can add our link to them. build links page for the links we gathered from the net. just them 2 is needed. but id like it to be like seoeltie, where u type in a keyword and it brings up sites matchuing tht keyowrd where u can submit your website to by using their form. i would like the program to gather as many sites as possible and not form one site like link manager.. the sites must be from the net not a link farm. also it must be able to build links pages itself with all the links we collect while adding our site to the others.. then we can upload the ready made links page to our server.. does this make sense? if not please pm me. or check out seoelitedotcom for similar tool. but im only looking for them 2 features and thats it.. thanks ps im not sure how to budget this so please tell me your best rpcies for this jopb and how long would take to make?
