Link Building Project

I'm looking for a link provider who can provide me links from quality pages about job and employment. I don't want links from directory submission, article submission or social and bookmark sites. I need links from pages that in the meta title (<title></title>) have one of the following words: - job - jobs - employment - employments - career - nurse - nursing Beside that I need that the page is really about the mentioned words. Links will be for an employment agency specialized in health care in the USA, so i also need that the link make sense to be in the page where you will post it. For example a link from a very good page about accounting jobs or for jobs in United Kingdom, don't make sense and I don't want them. Some links can come from regional related pages. For example some specific pages about Michigan, can send a link to my internal page of Michigan jobs. But, again, it must make sense having my link in that Michigan related page. More instructions will be provided upon request or to the selected provider. I need links coming from pages with Google PR1 minimum. I mean the page where the link is placed, not the home page of the site. I also need that the page where you place my link don't have more than 30 outbound links. If you can provide links from pages with 30 outbound links or less, let me know because it is very much appreciated. I don't want links from pages linking to illegal or censurable activities, like pharmacies, gambling, porn, weapons etc. Links must be plain html links that transfer linkpopularity to my site, so no java links, no no follow etc. I need a certain amount of links every month but this first project is for just 20 links to test each provider and then go ahead with larger monthly amounts. In your offer please also tell me how many links you can provide each month based on the requirements specified above and if you can provide better links (higher PR and lower outbound links). Please take into consideration that I prefer few very good links than a lot of bad links.
