Bug fix in SQL Anywhere App(repost)

This application is supposed to call a stored procedure on a network computer that is running an SQL Anywhere database. I'm getting an error with the connection string. I know the connection string is correct because it works with another application on the computer. This project is to fix this application. I've attached the code and below is the connection string and error. I need this fixed immediately and will give a 10 rating for good work.
