create black and white video

As you think this is not simple. Frame level editing is required. assume.. the video length is 60 sec at 30 fps then total frames are 1800. i need to edit 1800 frames. each frame takes 5 minutes. so 1800x5= 9000 minutes. but some frames doesn't have red color i think. so do not need to edit those frames. however this is not easy. if my budget is okay. let's discuss. else ignore my bid. thanks.
