Create a command line email client to run on Server 2008 (32 bit) using MS Visual Basic

I am looking for a freelancer to create a command line email client that will run on Server 2008 (32 bit) using MS Visual Basic. Skills and experience required: - Proficiency in MS Visual Basic - Familiarity with Server 2008 (32 bit) - Experience in developing command line applications The email client should have the following features: - Ability to send and receive emails - No additional features required The email client should also meet the following security requirements: - Support for SSL/TLS encryption Please note that we will be using an email service provider other than Gmail or Outlook, which will be specified later. The structure of the command line should be like the following: emailcmd [login to view URL] [login to view URL] [login to view URL] [login to view URL] [login to view URL] [login to view URL] where "emailcmd" is the command line client name. Command Line parameters: Recipients should be picked up from a text file titled "[login to view URL]" CC should be picked up from a text file titled "[login to view URL]" BC should be picked up from a text file titled "[login to view URL]" Subject should be picked up from a text file titled "[login to view URL]" Body should be picked up from a text file titled "[login to view URL]" Attachment list should be picked up from a text file titled "[login to view URL]". The file path should be allowed. I will be using my own SMTP server, the server credentials should be picked up from the file "[login to view URL]" where I can specify the Server Name (i.e. smtp. [login to view URL]), SMTP username and SMTP password. A copy of the source code is to be provided upon completion of the project.
