GENERAL
The program will transfer voice from the computer microphone to speakers in 2 modes -
1)Z seconds delay
2)no delay.
The mode change will be done by pressing on screen button / space
Z will be randomly selected from input range from X to Y seconds (Z - any real number in the range)
SET UP
when running the program a screen will open with 2 fields and 1 button:
1. "Choose delay time range:" inputs field from X, to Y
2. Toggle button - when the delay active - the button will be red and will state Z value. Delay not active - button green .
Green is the default state of the button
OPERATION:
Button default status - Green
When the button is pressed the program will randomly set delay time Z between X to Y and the sound from the microphone to speakers will be delayed by Z seconds, button turn red
Pressing again on the button - delay will be zero (no change in X & Y) - sound will go directly in real time from microphone to speakers
Pressing again - the program will randomly set delay time Z between X to Y and the sound from the microphone to speakers will be delayed by Z seconds, button turns red
Program - EXE file to run on WIN 7 / Vista / XP
I have already implemented similiar solution. Instead of red and green button I am recommending two buttons i.e. "Delay" "No Delay". My price is $95 :)

There are 2 ways: using playback filter or using WASAPI. WASAPI only works on Win Vista an Win 7. Playback Filter would use DirectSound library as well. Which one will you prefer?

I have worked on Media Players using C# and sound. For delayed playback - it has to be a temporary record (buffer) and playback, while without delay has to be direct playback.

Assuming all drivers are there in place for the sound and speaker, it is matter of introducming buffer in the data stream.
