Would you be open to using a different block change than bitcoin? Turns out there is already a distributed block chain designed to store/retrieve files (like a distributed dropbox) called storj. It should be a much wiser choice for this. The reason I say that is that the bitcoin block chain would be a very expensive place to store files. Plus it's really not designed for doing that. You'd end up having to paying a lot of bitcoin fees to get miners to mine your blocks since there would likely be many blocks with just your files in them. Miners have algorithms to pick which blocks to mine and they prefer blocks with lots of transactions. The average block has 1500-2000 transaction in it and each block is only 1MB. So if you had, even a 200kb image in a single block, it would only have maybe 700-1000 transactions in it. Miners might not want to process such a small number of transactions meaning you'd need pay 100's of dollars in bitcoin to get it processed.

Hello, I have done this with Ethereum+Node.js ableit some months back. I used IPFS for persistence and the hash is stored in the blockchain. On confirmation of payment, the hash is sent to the user to access the file from IPFS. I am familiar with bitcoinj and should be able to execute this for you using the bitcoin blockchain.
