your button presses need to act on button release may be the question is, what's the time interval between the presses ? between press1 and press 2 ? you need arduino as micro controller, will suffice all your needs, you an connect buttons to it and trigger the relays as per your button releases and yes we can input 10.5 -14.4V to the analog pin of arduino but you need resistors to reduce voltage down to 5V so arduino can handle and yes arduino can output 0- 5V in proportional to the received voltage to it's analog pin I can do this quickly and I will help you with wiring as well, send me a message please

For the regulator, you can use LM2576 12 volt and 5 volt, 12 volt for the relay and relay output, and 5 volt for the microcontroller and the output PWM 2. For the microcontroller, u can use atmega328 (this is make you simple in programming) 3. The project seems straight forward. A simple Arduino uno would be enough to do the job. But I still have my doubts regarding your controller preferences or the timing of the switch presses and other things.
