Hi. I have done a similar implementation for an IoT project with ESP32 and Raspberry pi. I used multiple threads to handle ble connectivity and data. Similarly I will create multi threaded script to keep ble and serial connections. Data forwarding will be handled in another thread. I have a raspberry pi 2 and i can use esp32 as ble device.
