Need to develop a simple windows based utility to select input file as below 1. if image file(jpeg or other format) and convert them into video file(.mp4 format with H264 encode format). 2. if videos file ( any format) must be converted to .mp4 encoded in H264 format with constant quality for the video component and AAC format for the audio component. 3. place the converted file in an output folder eg: [login to view URL] will be converted to [login to view URL] (encoded in H264 format)
