Your random number generator will need to be truly random (not just pseudo-random, as pseudo-random can be predicted). There are options that you might want to consider - one is using an external (electronic) random number source that is plugged into your PC/Server and software will pull these random numbers from the device. Alternatively, there are true random numbers available direct from the computer. Depending on your requirements, I can do either option for you.
